[Amber Refactor] "make kind-up" bails w/o kind, instead of offering to do the next thing

Current State

On Fedora, make kind-up just bails out with this error:

✗ kind not found. Install: https://kind.sigs.k8s.io/docs/user/quick-start/
make: *** [Makefile:670: check-kind] Error 1

It could offer to install it with sudo dnf install kind

Desired State

make kind-up offers to install kind on Fedora only.

Constraints & Requirements

• This should be a small, self-contained change.
• I don't use macos so I don't care about that proprietary, non-Free-as-in-freedom operating system. Just fix this for dnf-based systems.
