drop minikube

Minikube complicates our kustomize layouts (#836). It will be simpler to drop minikube across our codebase.

We already recommend CRC, so `kind` and `crc` will be the best solution for now.

(For the future, maybe we can use https://github.com/minc-org/minc as a lighter-weight openshift-based testing solution in CI.)
