💻 What does this address?

Documentation updates for CBXP 0.0.3:

• Update mermaid.js and Just The Docs versions.
• Minor CSS updates.
• Document new filters functionality.
• Updates related to support added for extracting ASSB and OUCB control block data.
• Home page cleanup.
• Update OpenXL runtime runtime dependency requirements for OpenXL 2.2 since we are using the OpenXL2.2 compiler now.
• Document C/C++ static library interface.
• Add release notes pages documenting everything that changed in CBXP v0.0.3. We are targeting Friday 03/20/2026 for the CBXP v0.0.3 release.
