About Windows Installer create conda env processing

On Windows, before using the cd command to navigate to a path on another disk drive, you must first switch to that drive by entering the drive letter followed by a colon. For example:

C:\Windows>D:
D:>cd D:\xxx

This issue does not occur in PowerShell.It is recommended to replace the command cmd.exe /c cd I:\xxx\xxx\ with powershell.exe /c……
