Links from search results to functions don't work in the docs

For example searching readnlfile in

http://mp.readthedocs.org/en/latest/search.html?q=readnlfile&check_keywords=yes&area=default

gives a link http://mp.readthedocs.org/en/latest/nl.html?highlight=readnlfile#mp::ReadNLFile, but the function ID is mp::ReadNLFile__fmt::StringRef.HandlerR.i, not mp::ReadNLFile and therefore the link doesn't work

Looks like an issue with readthedocs (readthedocs/readthedocs.org#1178) because search is working when building locally.

Also the namespace is duplicated and the section name is incorrect:

mp::mp::ReadNLFile (C++ function, in Zeta Functions)

Duplicate namespace issue is fixed in 625a4f6.

Fixed in http://ampl.github.io/, but not on readthedocs (blocked by readthedocs/readthedocs.org#1179).

As of 29c1639, http://mp.readthedocs.org redirects to http://ampl.github.io, so we are not blocked by bugs in ReadTheDocs any more.
