[Bug] CI - Integration Tests (Optimized) failing on main branch

Description

The CI - Integration Tests (Optimized) workflow is consistently failing on the main branch. This is a pre-existing issue that affects all PRs.

Failed Checks (as of 2026-03-09):

• test: FAILURE
• Prepare Base Images: FAILURE
• Frontend Tests (unit): FAILURE
• Frontend Tests (build): FAILURE
• Frontend Tests (lint): FAILURE

Evidence:

• Main branch pushes are failing: https://github.com/anchapin/ModPorter-AI/actions?q=branch%3Amain+is%3Afailure
• PR fix: Correct structlog processor order for exception handling #759 also shows these failures (pre-existing)

Impact:

• All PRs show these CI failures even when unrelated to the PR changes
• Cannot merge any PRs until this is resolved

Suggested Investigation:

1. Check the test job logs for the actual test failures
2. Investigate Prepare Base Images - may be infrastructure/docker related
3. Check Frontend Tests failures - may be environment or dependency issues

This issue has been fixed. The CI workflow was updated to use the correct || operator instead of the invalid coalesce() function. See commit 5a1fcbc.
