MVP: Add Talent Scout entry point in SBARC UI

The Talent Scout must be discoverable from within the authenticated SBARC experience.

Task

Add an entry point for the AI Talent Scout within SBARC.

This may be:

• a button on the dashboard
• a panel on the opportunities listing
• or a contextual “Need help?” CTA

Exact placement can be refined during implementation.

Acceptance criteria

• Entry point visible only to logged-in SBARC users
• Clearly framed as optional support (not mandatory)
• Opens the Talent Scout interaction flow
• Can be feature-flagged on/off

Out of scope

• Standalone page outside SBARC navigation
• Public / unauthenticated access
