National highway issues

I cannot enable (using TMPE) traffic lights on 2+2 national highways
In addition I cannot use network skins (https://steamcommunity.com/sharedfiles/filedetails/?id=543722850) to add street lights to the 2+2 national highway
Also train crossings are having issues with national highways, be sure to fix for all variants: 1+1, 1+2, 2+2
