Andy's IRC Bot

IRC bot that can help with a few different tasks. Including the following:

	-Joining external servers to a specific room
	-Informing users of the bots external IP
	-Reading files out in a PM (must be in the bots directory)
	*Doing dice rolls for Pen and Paper Role Playing Games
