Get the Angular UI Router's state by its URL

It's useful to turn /login?next=/preferences to its user.preferences state.

It's not built-in, no.

1. register a decorator; decorate the public portion of your states to return the internal wrapper
2. Iterate over each state, and ask its url if it matches (url.exec)
