chore(ng-closure-runner): update ng-closure-runner to v0.2.4 #14971
The version of
ng-closure-runnerwe are currently using (v0.2.3) - which is used for minifying the files - has an outdated implementation ofminErr. This commit has updated theminErrimplementation inng-closure-runner, but it hasn't been built and tagged as a new version (v0.2.4), so we can't take advantage of the fix./cc @jeffbcross
