Only reviews by reviewers with write access count towards mergeability

I've ran into an issue with angular/angular#25581 where I have a reviewer (alfaproject) who doesn't have write access who suggested changes and this is blocking the PR from going green with: @ngbot ci/angular: merge status Pending — 1 pending code review.

However, there is no way to dismiss his review either in the list of reviewers or in the list of reviews.

I think the correct behavior is that the bot should follow the same logic as GitHub where only reviews by reviewers with write access count towards mergeability.

My suspicion is that there is something going on with that PR. The robot looks only for requested and pending reviews. We don't consider non-requested reviews. Maybe the gh hook didn't fire or the bit missed it?
