Support IE WebDriver Tool with webdriver-manager

Microsoft have now released their own webdriver support that should resolve the issues reported with #1506. Selenium supports this implementation. It would be great if this could be supported by webdriver-manager within protractor.

Investigating the Microsoft's webdriver support (Windows Update: KB2990999). I have tried this with (installed Windows Update KB2990999) and without (uninstalled Windows Update KB2990999) on my 32-bit Windows 8.1 VM. It did not seem to make a difference.

Following the instructions:

• Internet Options -> Security tab
• Internet and Local internet require Enabled Protected Mode

I plan to have a stackoverflow post soon about this.
