opencode github run does not respect the root level config.

Description

I need the opencode pty as a plugin to manage my repository well. When I use the opencode GitHub run command with the config in the root of the project it does not respect the plugin and the session does not have access to the tool.

add an opencode.json file with the following config

I experience the same issue with AGENTS.md in the project root. OpenCode doesn't respect this file when running via the GitHub action. Without this, the agent ignores my project's corrective instructions in AGENTS.md and makes silly mistakes like using the wrong package manager.
