Description

In substance, this issue is nigh identical to #10495 but applied to the "Disable diff wrapping" / "Enable diff wrapping" item in command_list: no good reason not to show it prior to starting a session.

Also, there is a type error at line 148 of packages/opencode/src/cli/cmd/tui/routes/session/index.tsx due to the use of CreateSignal instead of kv.signal.
