[BUG}: toggle workspace command is missing in app

Description

Cannot enable/disable workspaces from a slash command in prompt input; also no such command exists in command pallete.

Steps to reproduce

In prompt input:

1. Type /workspace
2. Observe no related command

In Command pallete:

1. Type 'workspace' when workspaces are disabled
2. see no command to enable workspace
