[FEATURE]: Allow updating session permissions

Describe the enhancement you want to request

The prompt tools parameter was marked as deprecated noting that session permissions can now be set but they aren't exposed on the SDK.

This is important b/c tools doesn't allow for patterns for tools like bash and skill. I'd like to be able to specify permissions on the PATCH sdk call
