Linux Desktop: extremely slow scroll speed in settings dialog

Description

Despite the settings dialog not having a scroll bar, scrolling with the mouse wheel is extremely slow, whether on Wayland or X11.

Steps to reproduce

1. Open the Settings dialog
2. Flick the scroll wheel down to scroll fast.

In the recording, I'm flicking the scroll wheel down at about 2 seconds in. Notice how slow the dialog scrolls.
