Question prompt footer actions are not clickable in plan mode

Description

In the TUI question prompt used in plan mode, the answer options are clickable and the question tabs are clickable, but the footer actions are not. Also, the footer text next to both of those should reflect current state rather than a generic message.

The footer shows enter and esc as if they are actions, but they are only rendered as text. Users must switch back to the keyboard to confirm or dismiss, which makes the interaction feel inconsistent and broken.
