docs: add JSDoc for parseGitHubRemote function

The \ function in \ lacks JSDoc documentation.

Adding JSDoc will:

• Clarify the function's purpose
• Document the return type structure
• List supported URL formats

Related: The adjacent \ function already has JSDoc (line 165-169).
