[FEATURE]: Allow notifications even when OpenCode is focused

Describe the enhancement you want to request

OpenCode already has task notifications, but they are suppressed whenever the window is focused. That breaks multi-session workflows where I keep OpenCode open and active while background tasks finish in other sessions.

I'd like an opt-in Notifications setting such as Notify when focused that allows system notifications even while the OpenCode window is focused. Default behavior should stay unchanged unless the setting is enabled.

I checked the existing notification issues (#7242, #213, #5515). Those are broader requests for notifications or hooks in general; this request is specifically about bypassing the current focus-suppression behavior for users who want it.

+1 on this. Codex Desktop sends notifications even when focused, which is really useful for parallel-running tasks or tasks to come back to later. Would love to see OpenCode match that behavior.
