[BUG]: Moving mouse quickly across menus (like plugin menu) can lead to infinite cycling loop

Description

If you open a pop-up menu in the TUI (like the plugins menu) and move your mouse up and down quickly over the options, the selected highlight will get stuck in an infinite loop, constantly cycling back and forth between the items you hovered over.

Steps to reproduce

1. Run bun dev to open the CLI
2. Navigate to the Plugins menu (or any DialogSelect / Autocomplete component)
3. Move your mouse rapidly up and down across the list items
4. Stop moving the mouse
5. Observe the highlight selection rapidly bouncing/cycling endlessly.
