Fix typo in dev README: whenver -> whenever

There is a typo in the dev workspace README at packages/opencode/src/control-plane/dev/README.md.
The word "whenever" is misspelled as "whenver" (missing the second "e"), which can be confusing for developers reading the documentation.

1. Open packages/opencode/src/control-plane/dev/README.md
2. Navigate to line 19
3. Observe the typo: "so whenver you create a new"
