[BUG] Question tool takes over command palette dialog

Description

Basically the title, having the command palette open while the agent was working. The question tool stole the keyboard inputs:

• Arrow keys and enter will go towards the question.
• Writing letters will go towards the search bar of the command palette

I think its kinda debatable to call it a bug, but its certainly counterintuitive UX wise. I'd be happy to submit a PR to fix this if it makes sense.

Steps to reproduce

1. Get the agent to do some sort of task that will require the use of the question tool or permissions (i told it to ask me wheter today's date was even or odd)
2. Open the command palette before it gets to ask the question (ctrl + p)
3. Try to write and select something in the dialog

The dialog will recieve everything but the arrow keys, enter and ESC which will go towards the question/permission request
