Persistent tool call errors with Deepseek v3 and Devstral

I'm trying to use a couple of free models

Deepseek v3 via Openrouter and Devstral via Mistral (both of which have valid api keys)

However both a returning tool errors. Happy to run in debug mode if you tell me what you want.

The problem with Mistral models is fixed in #2440 .
