[BUG]: OpenCode.exe (Windows x64) hangs indefinitely at "Initializing..." with no debug logs

Description

When running the compiled OpenCode.exe (Windows x64 standalone executable), the application gets stuck indefinitely at the "Initializing..." screen with no debug logs output (even when using --log-level debug). No error messages are displayed, and the app does not progress to the main interface.

• fist install windows.exe it is work，when i uninstall，reinstall it ,always in initialing #8099: First install windows.exe works, but after uninstall and reinstall, always stuck at initializing
