Create yml for labeling and release automation

Automatically generate release notes using a [release.yml](https://docs.github.com/en/enterprise-cloud@latest/repositories/releasing-projects-on-github/automatically-generated-release-notes) and a labeler.yml [as in PyMAPDL](https://github.com/pyansys/pymapdl/pull/1035).
