Add a Discussions page to the repository #34

Description of the modifications
When adding links to cheat sheets, I found that this library and the PyEnSight library don't have "Discussions" pages for the respective repositories. The next to last paragraph in the "Documentation and issues" section in BOTH the README and the overall RST file for the docs should look like this for the PyDynamicReporting repo:
On the `PyDynamicReporting Discussions <https://github.com/ansys/pydynamicreporting/discussions>`_ page or the `Discussions <https://discuss.ansys.com/>`_ page on the Ansys Developer portal, you can post questions, share ideas, and get community feedback.
However, because there is no Discussions page for this repo, in PR #35, I had to leave out the beginning of the preceding sentence.
