What does this entity do?
Is it to set the inverter to % that can be exported back to the grid?

My install has been approved for full 6kw export, but the Max Backflow Power is set to 60%

I cant change the value in the inverter dashboard (I think its locked behind the installer/admin credentials), but can change it via Home Assistant

Yes, this entity sets the maximum power that the inverter is allowed to export to the grid. The percentage is based on the inverter’s rated power.

For a 6 kW inverter, a value of 60% limits grid export to approximately 3.6 kW. Setting it to 100% would allow up to the full 6 kW, provided there are no other export limits configured.

Access to this setting through the LuxPower web interface requires installer-level permissions, which is why you may not be able to change it using your end user account.

For some fields the docs indicates that it is defined as percent, but some are really kW multiples.
Probably this field/entity is one of this situation and have to be adjusted.
