Bumps connectrpc, connectrpc-codegen, and connectrpc-build to 0.3.0. All three crates have user-facing changes in this cycle (runtime: buffa 0.3 + custom connector; codegen: keyword escaping + collision detection; build: write-if-changed). CHANGELOG gains a 0.3.0 section. README dependency snippets updated to 0.3 for both connectrpc and buffa.
