Symmetric soft cross-reference for zero-glue discovery: a user who has the generic code-intelligence plugin and works in Terraform is pointed to the terraform-skill plugin (same marketplace) which owns the terraform-ls capability matrix and setup. Generic plugin stays language-agnostic.
