Improve build.yml further

Hi @mtransier,

here is some further improvement for build.yml:

• when no Mule EE secrets are available (e.g. in a forked repo) then the tests are skipped in the build procedure
• also a "Run Workflow" is introduced for calling the workflow directly (given the caller has write permission to the repo)
