  • Test that the optional comment field can be completely omitted from the JSON
  • Add test to verify that monitor interval and resources are absolutely required when downloading a manifest (though it's okay to have an empty set of resources)
  • For the CLI tool, use a default comment that has the creation timestamp

Enable the CLI tool to create manifests that have an empty set of
resources. This could be useful for testing, or to replace a context
whose contents should no longer be used, but may still be monitored.
