[Java] auto-format Maven pom.xml

What feature or improvement would you like to see?

As we did it in apache/arrow#41173, Maven pom.xml files should be automatically formatted by spotless using Apache Maven style

I tried to also apply google-java-format to the codebase, and the changes are minimal so we may actually do both pom.xml and java sources file at the same time without the patch being large

We already apply google-java-format via pre-commit so there should hopefully have been no differences

There are some though because the google-java-format version used by pre-commit is different (more recent). When moving to Java 11? the differences should disappear because spotless could use a more recent version of google-java-format (it probably means that precommit needs java 11 to format code as well)
