This PR adds config settings necessary to have issues enabled on this repo as well as the gh-pages branch for publishing the cookbook (as described here: https://cwiki.apache.org/confluence/display/INFRA/git+-+.asf.yaml+features#Git.asf.yamlfeatures-Repositoryfeatures)
