[Integration Testing] Implement --quiet / verbose correctly

The Rust tester has verbose=true hard-coded for now.

When run with '{{archery --quiet"}}, RustTester should receive a {{quiet: Bool}} via [kwargs|https://github.com/apache/arrow/blob/master/dev/archery/archery/integration/runner.py#L335] somehwere and we should use that to set the verbose mode.
