add Jenkins file add repos increment version (release has been done)
* Refactor federation downstream packet handling This commit includes the following changes: - Separate the handling of federation downstream connect packets into its own handler - Add a new config parameter - Disambiguate existing Core federation logging - Add new logging for each possible outcome when handling these packets - Add tests - Add docs * Github action updated for Jenkins pipeline * Moved actions/cache to v3 * Remove doc * Fixed up tests. * Updated ubuntu version and fix error in log messages. * Updated cache version. * Corrected merge. * Upgraded cache again. * Upgraded pom.xml * Added override. * Added override * Some Updates * FederationDownstreamDirectTest now all pass. * Fixed checkstyle violations * Converted another 2 getSubject to getAuditSubject. * Removed artemis-website from javadoc check. * Updated version to include r3 * Updated version in all POMs * Temporarily always publish now. * Changed suffix to _r3 --------- Co-authored-by: Justin Bertram <jbertram@apache.org>

I cherry picked the original fix for ARTEMIS-5928 and then updated to be compatible with 2.19x. This is to fix CVE-2026-27446.
