ARTEMIS-6058 enforce Checkstyle for double spaces

Couple of notes here:

• I was surprised to see so many instances of this problem throughout the code-base.
• I tried to get Claude to do this work, but it did stupid things like brute-force search & replace which modified comments, JavaDoc, etc.
