dedupe hub install code in release scripts #20014
Description
There are currently 4 copies of the installation script, with 4 definitions of HUB_VERSION that are inconsistent.
Perhaps a single script that does this is better, or move the instructions to the release guide, or move it to verify_release_build.sh which is the first script run.
