Fix the Dataproc image version used in Interactive Beam #21527
Description
- When a Dataproc 2.0 image that is compatible with the FlinkRunner has been released, fix the version we use to the released version.
- Revert and update the code changed in: https://issues.apache.org/jira/browse/BEAM-14141
