[Task]: Rip out unused Python runner v1/v2 code

What needs to happen?

Right now we have a lot of code used to distinguish between runner v1/v2 in our test infra (and in code itself). With 2.50, all jobs will be forced to use runner v2 and we won't need much of this code anymore. We should clean this up once we cut 2.50, probably starting by no longer running any v1 code in CI (to avoid persistent red suites)
