[Task]: Remove usage of old gradle-command-action #29479
Description
What needs to happen?
Currently, the Java Tests workflow in GitHub Actions points to a custom action within the project, which is a submodule of the gradle-build-action from 3 years ago.
The gradle-build-action has undergone significant development since then, so these usages should be removed in favor of using gradle-build-action directly, as is done in most of the project.
