Add an Infrastructure option to issue template

• Add an "Infrastructure" option for issues related to CICD, github etc.
• Set the default for priorities to priority 2 as implied by the text already. (I could not find the docs for this but found an example here: https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/configuring-issue-templates-for-your-repository)

Put up #31952 to do this for other issue templates and auto-label these kinds of issues with the infra label
