Increase snapshot publish timeout

Publishing snapshots times out occasionally (and often enough to get #32161 even though I think that is an overly eager signal). This should fix it.

Example timeout job - https://github.com/apache/beam/actions/runs/10391031406 - you can see that the other python jobs are a little close to the timeout as well
