Revert "Unpin Dataflow legacy worker container for Nexmark test (#33224)"

The side effect of #33224 is that the test no longer working during release branch verification, as Dataflow container does not exist yet

The internal versionless legacy worker container already moved to Java 11, so we can revert it now

This reverts commit 9696201.
