PreCommit / YAML external-provider tests can build a dedicated expansion venv via clonevirtualenv so for .dev builds, Beam can use the interpreter’s venv root as the clone source and in CI that is often the active tox/sandbox environment, which is still being written to, so cloning can race on ephemeral paths (tmp/, caches, etc.).
