Bump Docker PreCommit timeout, address errant setuptools warning

Bump the Docker PreCommit timeout to address regular cancelled executions, gate the find-and-delete of bundled setuptools packages to Python 3.10 and 3.11, as setuptools is no longer bundled from 3.12 on and this line was throwing an error that was not impactful on the build execution.
