Starting from version 2.4.0, Beam releases include binary platform-dependent distributions of Python SDK (wheel files). #5110 and #5251 make it possible for Beam SDK to stage a wheel file from PyPi at pipeline runtime. This change makes adds support for wheel distributions in SDK harness containers for portable pipelines.
