[BEAM-4906] upgrade org.apache.derby

Upgrade the derby to meet the goal "At release time, at least 90% of the Beam dependencies are using a version that is no older than 6 months from the latest version."

The derby packages are used in java-io-jdbc tests. This upgrade will not break the backwards compatibility.
