Currently, we are pulling in a bunch of dependencies from spring.io that are available through Maven Central, which since spring.io is down is breaking the build. This PR stops Gradle from pulling any dependencies from spring.io outside the groups Beam actually needs.

Looks good to me as fix.
We can also change/remove dependency in build.gradle.
